Guidelines for Reviewers

 

It is the intent of the IEEE Transactions to publish technical papers of high quality. To achieve this end, thorough and critical reviews are being requested from you and others who are competent and knowledgeable in the particular field of the enclosed manuscript.

We are requesting your assistance in evaluating this manuscript. Your opinions will be held in confidence and your efforts will contribute greatly toward maintaining the high quality required for IEEE publications.

 

The Review Process

Prior to publication, all papers for IEEE's Transactions must be reviewed by competent specialists. The purpose of review is to determine whether a paper is acceptable for publication, needs revision, or should be rejected.

Recommendations must be supported by specific and critical comments. Reviewing is a confidential process involving only the reviewer and the editorial staff. In addition, the technical material in the manuscript must be held in confidence by the reviewer; until it is published, this material is not in the public domain, and it is sent to you for review purposes only.

Papers recommended for publication in the IEEE Transactions must be of high quality and have permanent interest value, as appropriate to the purpose of an archival journal.

If a rejection is recommended, keep in mind that you should set forth reasons in a manner which you would want them documented had you written the manuscript and rejection was contemplated
